| 摘 要： | 加快西部大开发是党和国家在世纪之交作出的一项重大决策,是21世纪全国发展的一个大战略.在这样的大环境下,特别是目前科学技术迅猛发展,一个以知识和信息为基础的竞争与合作的全球化市场经济正在快速形成,国际竞争力已成为世界发展的热点,许多国家都把提升国际竞争力作为迈向21世纪发展的首要目标.因此,面对机遇和挑战,兵团努力提高科技竞争能力,制定科学、有效的发展政策,对于迎接"西部大开发",实现再度辉煌具有重要的战略意义.
