农村基础设施多中心治理研究

统筹城乡发展战略的实施使我国农村基础设施建设的状况有所改观,但总体状况仍然落后。农村基础设施治理的落后状况、物品属性、可销售性以及农村社会资本的存在等多种因素构成农村基础设施多中心治理的必要性和可能性。各级政府、村集体、村民和社会各界形成了农村基础设施多中心治理局面。多中心治理的效果受各级政府财政能力、政府激励和引导力度、村集体的经济实力与组织能力、农户的经济实力与公共意识以及农村的经济基础与社会资本等多种因素的影响。基于此,农村基础设施改善路径包括加大政府投入和资金整合力度、增强村集体经济发展的资源禀赋、为企业参与农村基础设施创造利润空间、为金融机构支持农村基础设施建设提供激励机制以及培育农村社会资本、激发村民参与公共事务的责任感等。
