| 摘 要： | 在新的历史时期,推进反腐倡廉建设,加强制度建设是根本,只有从制度上构建遏制腐败蔓延的堤防,才能有效地防治腐败。同样,加强反腐倡廉制度建设的一个重要的前提和基础就是确立和增强人们的制度意识。
