英国保险告知义务制度的演进、结构和现代化——以英国法律委员会2007年发布的咨询文为中心

英国保险告知义务制度不能只从保险法的层面来理解，它是由以下四个层次规范组成的有机统一整体：法律规定、保险人协会的自律守则、金融监管署的规则、金融巡视员服务公司的立场。这四个层次的规范是随着英国保险业的实践而逐步发展出来的。目前，至少在消费者保险领域，后三个层次的规范发挥了比法律规定更为重要的作用，并且代表了英国在保险告知义务领域法律改革的方向。
