| 摘 要： | 实施企业“走出去”战略，鼓励和支持有条件的企业开展多种形式的对外投资合作，以充分利用“两种市场，两种资源”来发展中国经济，增强企业的竞争力，是中国在新一轮对外开放，促进国民经济持续健康发展的重要措施。该文总结了中国企业“走出去”的总体现状，分析了目前中国实施企业走出去存在的问题和障碍，从国家管理体制机制、金融财税政策、产业部门职能、行业中介组织、人才培养以及企业自身等方面提出了有利于加快推进中国企业“走出去”的对策建议。

| Abstract: | Implementing the ＂go global＂ strategy, encouraging and supporting all kinds of qualified domestic enterprises to carry out overseas investment and cooperation in a bid to fully utilize the advantages of two kinds of ＂markets and two kinds of resource＂ is our country＇s major scientific decision to boost the new round opening-up and continuous and healthy development of the economy. This article summarizes the general situation of the domes- tic ＂go global＂ enterprises, analyzes the cun＇ent issues and obstacles and puts forward the relevant proposals con- cerning such aspects as the national administration mechanism, financial and fiscal policy, roles and functions of industrial divisions, business intermediary organizations and talents cultivation. |
