北部湾经济圈少数民族新渔村发展模式初探——以广西东兴市江平镇京族渔村澫尾为例

新农村建设（Rural Reconstruction）理念最早是北京大学林毅夫教授于1999年提出的。2005年秋，党的十六届五中全会上将新农村纳入宏观发展规划体系中，党中央强调指出：“建设社会主义新农村是我国现代化进程中的重大历史任务，要按照‘生产发展，生活宽裕，乡风文明，村容整洁，管理民主’的方针，扎实稳步的加以推进，统筹城乡发展，推进社会主义农业现代化建设。”

Beibu-Gulf Economic Circle——Taking the fishing Village WanWei, JiangPing town, DongXing city as an example

The concept of ＂Rural Reconstruction＂ was proposed soon, and the relevant research is being carried out well. The building of coastal fishing village is an important part of the socialist ＂Rural Reconstruction＂, and the developing model of the fishing village WanWei which is an inhabited area of Jing national minority lied in the boundary line in southern coastal of China, is the representative case of the ＂Rural Reconstruction＂ in ethnic areas. The means of its economic production transformation and traditional culture inheritance filled with reference value, is an exemplary case to other national minority areas.
