| 摘 要： | 江总书记提出的”依法治国”和“以德治国”的并举思想，是“法治”与“德治”辩证法的科学总结；是发展市场经济，建设有中国特色社会主义的客观要求；它不是简单的施政策略，而是新时期治理国家的伟大方略，所以具有十分重大的理论意义和实践意义。
