论社会转型时期腐败预防机制的道德防线与权力防线

不同的历史时期腐败现象的成因与表现形式会有所不同，但从其根本原因上看腐败都是由权力而引发，都是由于不受制约的权力或对权力的制约不足而产生的。因此，腐败预防机制的建立，必然地要从公权力的制约机制入手，从特定历史时期公权力的结构特征、行为方式等方面来构建反腐倡廉的社会体系，特别是构筑新时期腐败预防机制的道德防线、权力防线及机会防线。

On the Restriction of Morality and Authority in Corruption-Prevention-Machannism During Social Transition

There are different causes and ways of corruption in different periods of history,but the basic root of corruption is the authority that is out of or lack of restriction.For this reason,when we try to set up prevention-machannism,we must start at the point of restricting authority,carefully study the feature and structure of authority as well as model of action,paying special attention to the restriction of morality,authority and opportunity.
