论并案侦查及其效益的最大化

当前我国正处于社会转型时期,大量社会矛盾集中爆发,导致了近年来刑事犯罪数量呈逐年上升趋势,这其中尤以系列案件为多数,直接影响着公安机关破案的效率和质量。同时,我国现阶段的基本国情决定了国家对侦查资源的投入还受到局限。因此,将并案侦查措施与侦查效益理论相结合,从侦查成本投入和侦查资源配置两方面入手,实现并案侦查工作机制的创新,是解决侦查资源不足,提高破案率的一条现实途径。

At present,our country is being in the turning point of society.Thus,multifarious conflicts have come into being tempestuously and more and more crimes have appeared year after year.The fact that most of these crimes are series crimes directly leads to obstacles in the efficiency and quality of criminal case cracking for public security organs.At the same time,the basic conditions of our country make negative influence on investigative resources invested by the government.It can innovate investigation mechanism,make up for the deficiency of investigative resources and improve the case-solving rate by way of investigation cost and investigation resources to introduce the theory of investigation efficiency into investigation measures.
