| 摘 要： | 由于社会整体医疗资源不足、行业制度和法律法规不健全、医疗工作专业性较强、医疗用品市场相对封闭等因素,导致该领域职务犯罪高发,医疗腐败、医患矛盾凸显.预防基层医疗卫生领域职务犯罪是一项系统工程,需要教育、制度和监督并重,“三位一体”,多管齐下才能奏效.

| Abstract: | Due to the inadequacy of the medical resource, the insufficiency of laws and regulations of the industry, the highly specialization of medical work and comparatively exclusive market of medical supplies, du- ty crimes occurred frequently in this field, and corruption leads to medical conflict. Preventing duty crime is a systematic work, therefore, only when the countermeasures, namely, education, system construction and su- pervision are carried out simultaneously, can this problem be handled effectively. |
