关于建立健全党内议事规则的思考

民主价值的实现有赖于民主技术的支撑，否则民主就不可能成为“好东西”。十七届四中全会提出的“坚持和健全民主集中制，积极发展党内民主”，“以党内民主带动人民民主”的民主建设战略，符合中国民主成长的内在逻辑。而要切实推进党内民主，应在党的所有领导部门（党委）制定议事规则，如此，才能使民主集中制、集体领导、党内民主收到实效。
