略论政府理念的转变

政府权力的本源和归宿是公民权利,政府应履行其实现公民权利最大化的职责。而制度与现实的非自恰性需要合乎环境的理念。在新的时代背景下,政府理念应做到六方面的转变:由权威政府向人文政府转变;由全能政府向有限政府转变;由人治政府向法治政府转变;由随意政府向诚信政府转变;由刚性政府向弹性政府转变;由守旧政府向创新政府转变。

On Transformation of Conception of Government

The origin and home of government power is citizen right. The government should do its duty to realize the citizen right maximally. But the non-adaptability between the system and reality needs to suit the conception of environment. Moreover, in the new era, the conception of government should have six aspects of transformation such as: from authority to humanity, from all-round to limitation, from rule of man to rule by law, from at will to good faith, from rigidity to flexibility, from conservation to creation.
