| 摘 要： | 2010年6月,我国颁布实施了《国家中长期人才发展规划纲要(2010-2020年)》,提出鼓励地方结合自身实际建立与国际人才管理体系接轨的人才管理改革试验区。为了研究各地应该如何结合自身实际建立人才管理试验区,贯彻落实规划纲要精神,本文运用案例研究的方法,分析了福建省建设海峡两岸人才交流合作先行试验区背景、主要做法和成效。本文认为,福建省建设两岸人才特区的实践是率先落实人才规划纲要的人才体制机制改革试验区,应该及时总结经验,为各地人才管理体制机制创新提供经验借鉴。
