| 摘 要： | 随着行政范式的变迁,公共行政的价值导向发生变化。公共行政应该坚持哪些价值以及如何坚持这些价值是问题的关键所在。对公共行政价值的划分不能简单采取公平—效率二分法,而应该从更为广义的角度将其划分为市场价值和公共价值。从转型期的中国行政实践来看,两类价值不会自动走向融合,需要公共价值管理这一新的行政范式予以调解和引导,从而最终实现公共行政价值的强效整合与动态平衡。
