| 摘 要： | 本文从社会管理的视角分析突发公共卫生事件涉及的主体,进而阐释突发公共卫生事件中政府的社会管理职能及其履行社会管理职能的内容和方式,为政府有效履行其对突发公共卫生事件的管理职能,提升其应对突发公共卫生事件的能力提供相关理论依据和建议。

| Abstract: | This paper analyses the main bodies in the public health emergencies from the perspective of social management.It also expounds the government social management functions and the means used in the public health emergencies.It provides some theoretical bases and suggestions for government to effectively perform its management functions and improve its response capacity in public health emergency. |
