公众参与、专业知识与政府绩效评估的模式——探寻政府绩效评估模式的一个分析框架

政府绩效评价,本质上是对公共政策实施过程和效果的评价,是公共政策完整逻辑过程的一个环节;因此,关于公共政策分析的框架以及与此相关的知识论视角,同样可以适用于对政府绩效评价模式的分析。绩效评价有两个模型,即公众参与模型和技术理性模型。由于在公共行政过程中专家和大众具有不同的知识和政策评价标准,因此不论是公众参与模式的绩效评估模式还是技术理性模式,都存在着明显的局限性;而将公众和技术理性结合起来的复合型政府绩效评价模式,可以兼顾公共政策的公共性和技术理性,实现绩效评价实践对公共政策民主化和理性化的政策学习功能。
