网络虚拟世界中的政治参与迅速崛起，已成为备受关注的新型政治参与形式。在这种参政过程中出现了诸多问题，如数字鸿沟现象严重、非理性非规范的无序参与、政府上网工程以及网络法制建设尚不成熟等等。因此，要加快信息高速公路建设，完善电子政务工程，健全网络立法，以规范制约网络不良行为，从而推进网络政治参与的有序化、法治化，维护社会稳定。

Political Participation in the Virtual World:Problems and Solutions

In the virtual world of network, political participation is rising rapidly and has become a new type or political participation which is tensely focused on. During the course, many problems have emerged such as serious digital gap, irrational and unregulated participation that comes without any order, imperfect egovernment project and online legal system, etc. Therefore, we should speed up the construction of information highway and perfect e - government and online legal system to regulate bad online behaviors, promote legalization of orderly online political participation, and finally, to remain social stability.
