| Abstract: | The relation between the former northeastern industry base and the social guarantee system is positive interaction. The reform and development of the economic system of the old industry base can provide the material support for the social guarantee system. At the same time, the development of the social guarantee system can provide the strong backing for itself and keeps on a harmonious development between the people and social system. |
