| 摘 要： | 欠发达地区村干部队伍的整体素质还不能适应新形势的要求。文章分析了村干部素质不高的主要表现和原因，提出了建设高素质村干部队伍的具体目标，对提高村干部素质的新途径从五个方面进行了探索。
