| 摘 要： | 立法听证作为听证的一种形式 ,已经在我国立法实践中呈现了良好态势。但由于缺乏制度规范 ,立法听证在发展中出现了混乱无序的现象 ,影响了它的实际功能。如何从制度上构建将成为促进政治体制改革和民主法制建设的关键。

Short of systematic regulation, legislative hearing has gone into disorder which has influenced its practical functions.
