东北亚安全秩序的困境与对策研究

东北亚地区战略地位重要,是中国的国家安全和现代化建设的战略依托地区。冷战结束后,东北亚安全机制的缺失使东北亚安全秩序问题始终未能解决。不仅朝鲜半岛和台海局势仍重兵对峙,两个热点问题呈持续升温之势,而且在大国关系结构性的矛盾之中,冷战意识仍然存在,东北亚安全秩序的构建陷入困境。要走出东北亚安全秩序的困境,必须构建东北亚地区安全与合作的共识,推动地区各国重新构建东北亚安全与合作的新理念,构建东北亚地区“多极”主导多边安全合作机制。

It is very important that strategic position of Northeast region has strategic effect on Chinese national security and modern construct. After cold war, the imperfection of security mechanism makes the security order sink into the predicament in Northeast. Not only Korean peninsula and the situation of Taiwan Strait still are the large force opposite, two hot problems keep on heating, but also the power relations exist the constructive contradiction and consciousness of cold war in Northeast. The construction of the security order sinks into the predicament in Northeast. The present condition of the security order predicament in northeast has got the deep history, actuality, politics, society with the reason of international etc. Gone out of the predicament of the security order in northeast, we should reach the common ground of security and cooperation in northeast and push all countries in the region to build a new viewpoint of security and cooperation in northeast; We should establish the consultative mechanism of regional security in northeast, with system power to guarantee security in northeast safety; We should enhance the cooperation in Northeast with gradually in times and with layer in space to realize the economic integration; We should push security negotiation in China and Russia and North Korea three sides, China and Japan and South Korea three sides , China and America and Japan three sides, to build the lead by multipolarity the many sides security and cooperates the mechanism in Northeast.
