| 摘 要： | 文化民生即人民群众基本的精神文化需求,主要包括文化记忆、文化消费、文化发展三个层次的内容。其功能主要体现在对人全面自由发展的促进、社会关系的规范调控、社会发展生态的改善以及中华民族共有精神家园建设上。本文旨在分析当前制约文化民生的主要因素,探讨文化民生中的政府责任以及实现路径。
