我国小康社会住房问题探讨

住宅业产生的巨大经济社会作用将有力地推动我国全面小康社会的实现。针对城乡数以万计低收入居民 ,建立与完善住房社会保障体系是其重要内容。为此 ,应制定住宅小康社会保障发展规划并组织实施 ;改革农村土地征用制度 ,实现集体土地使用权流转的创新 ,以土地换取农民保障 ;积极筹措住房社会保障基金 ,加大对农村的转移支付 ;健全住房社会保障法规。

A Probe into the Housing Problem in a Well-off Society of China

The huge economic and social impact from housing industry has greatly promoted the speed of building a well-off society in an all-round way. An important element of housing industry is to construct and improve the social security system, benefiting thousands of low-income residents in both town and country. Therefore, some measures should be taken to guarantee the social security system for housing program, such as reforming the system for land requisition in rural areas, innovating turnover system of land-use right, exchanging land for rural security, actively raising money as fund for housing social security, increasing rural transfer payment, and strengthening regulations for housing social security.
