The Meaning of Essence in "Clean Production"

This article observes the meaning and essence of clean production and indicates that "clean production" herein contrasts with the traditional and narrower-sense of pollution control.Clean production comprises the spirit of a package of laws related to economic regulation,environment information disclosure,administrative direction,administrative contracts and administrative enforcement,which is an important part of pollution control law in the broader sense.Clean production is based on the common requirements of ecological,economic and social laws.In essence,it is a sort of environmental economic law that affirms and normalizes government's activities to interfere positively and appropriately in economic areas for the purpose to gain environmental,economic and social benefits. As such,by way of economic regulation,industrial pollution will be prevented and production will be boosted in a sanitary environment.
