The occidental constitutionalism, as a political system limiting the governmental power, was established on the theoretical basis of the republicanism, liberalism and the rule of law. The republicanism emphasizes that the world belongs to the public and shall seek for the commonwealth; the liberalism claims on the liberty, rights and respect for the minority; and the rule of law requires the government to conform to the law and the examination on the violation of constitution.
