| 摘 要： | 《城市房地产管理法》全面修订工作已经启动，并列入本届人大立法规划；此次修订是在《物权法》颁布、不动产（房地产）物权规则基本确立，在房地产市场和市场监管框架相对成熟的背景下进行的，这意味着此次修订要重新定位《房管法》的目的、原则和适用范围，赋予它新的含义、功能。《房管法》应当以管理法为基调，搭建房地产业的管理制度框架，妥善解决农村与城市的关系、管理法与《物权法》的协调、建设用地规范、房地产开发和房屋建设等基本问题。
