The following five points making up of the major part of the concept of socialist constitutionality are to be thoroughly understood: to rule the state according to laws,to execute laws for people,to be equal and just,to serve the public and to follow the guidance of the Party.What's more,five aspects of awareness are to be firmly set: the awareness of equality before law,setting up and protecting legal authority,and dealing with all the affairs according to laws;the awareness of executing laws for and of people,and respecting and protecting human rights;the awareness of being reasonable and lawful,equal treatment,timeliness and effectiveness,and just procedure;the awareness of serving the economic social development;and the awareness of the absolute leading position of the Party in public security work.
