刍议预审机构独立

预审作为中国刑事诉讼制度的重要环节，意义重大，但1997年“侦审合一”，预审的专业化水平不够，导致预审质量不高。应从公安机关内单设预审机构，科学界定预审职能，加强预审专业化建设，加强预审理论研究等方面来健全和完善我国预审机构，提高办案质量。

Discussion of the Independence of Preliminary Examination Department

As an important part of criminal procedure, Preliminary examination take the leading role. After 1997＇s combination of investigation＆ Preliminary examination, the quality of preliminary examination declined just because the downtrend of the specilization of preliminary examination. Should set up an independent deparment for preliminary examination within police system, define the function of Preliminary examination scientifically, train professional, reinforcing theory reseach to complete this system in order to impove the speciliation of investigation and preliminary examination.
