| 摘 要： | 宽严相济的刑事政策不是今朝才有的,而是有着深远的历史发展渊源的。研究该项政策的发展历史、理解其合理的涵义,对于正确运用有着极其重要的意义。作为打击犯罪的首要环节,侦查中更应准确理解和应用宽严相济刑事政策,只有把宽严相济的刑事政策落到实处,才能进一步达到侦查法制化的目的。

| Abstract: | There is profound history of the criminal policy of combining punishment with leniency.The correct understanding of its developing history and meaning is important for our application.As the first link in the fight against crime,it is important to grasp the correct meaning of the policy in investigation.Only we put the criminal policy of combining punishment with leniency in to practice can we achieve decriminalization of the investigation. |
