论科学与科学政策的内涵

科学政策是一个国家或政党在一定历史时期，为实现科学发展任务而制定的指导方针和行动准则。目前我国学术界对科学政策的研究主要集中在政策理论研究、政策评估研究、各国政策比较研究。然而对于科学政策的内涵、演变史、内容的研究却很少。为此，本文在综合国内外学者的观点基础上，系统地阐述了科学与科学政策内涵，总结和归纳出科学政策研究内容,为科学政策制定者提供理论依据。

Connotation of Science and Science Policy

Science policy is the guideline and action principle of science development and research for one nation in a certain period.At present,our studies are focused on the theory of policy,the assessment of policy and the comparative study on different countries' policy.However,few scholars discuss the definition,history and content of science policy.Therefore,this paper sheds light on the definition of science and science policy,which induces and concludes the contents of science policy that provides the theory basis for policy makers.
