论社会保障政策制定中的公众参与

建立社会保障政策制定中的公共参与机制 ,是我国政治、经济体制和社会保障制度改革深入发展的迫切需要 ,也是实现社会保障政策公平性和完备性的重要保证。由于传统公共决策系统的积弊和决策者的官僚主义习气 ,也由于公众方面受观念和素质的局限 ,导致我国社会保障政策制定中公众参与的缺失。而公众参与的缺失正是我国社会保障制度改革中出现的一些政策失误和面临困境的重要原因之一。为使社会保障制度改革顺利发展 ,应该通过科学的民意调查、听证会、协商谈判、政府信息公开等制度建设 ,以及加强非营利组织的参与管理等措施 ,建立起完善的政策制定中的公众参与机制

To set up the system of public participation in social security decision is extremely urgent for the development of the reform in the political , economic and social security systems in china, and is also the important guarantee to accomplish the justice and perfect of social security policies. It leads to the absence of public participation because of the malpractices in traditional system of public decision, the bureaucracies of deciders, and the limitations of ideology and performance in the public. It is the absence of public participation that results in policy faults of social security reform. To develop the social security reform smoothly, it is necessary to set up the whole systems of public participation by carrying out the institutions of scientific public opinion poll, the public hearing meeting, negotiated settlement, and the open of government information, and also by strengthening the non-for-profit organizations to participate management.
