| 摘 要： | 重庆市某检察分院及辖区基层院通过开展量刑建议改革试点,促进了刑罚裁量的公开公正。但调研发现,量刑建议在适用范围、形成机制、建议内容、提起方式、变更机制、评价机制等方面还存在一些问题,须通过转变司法理念、强化诉讼构造、完善配套机制等来加强和改进量刑建议工作。
