国际四大反腐败评价指标体系及其影响力

腐败问题是世界各国共同面临的难题，20世纪90年代以来一些国际组织通过建立不同的指标体系来对世界各国腐败状况进行测量和对比，为评估一国或地区的腐败情况提供了量化的依据。这些指标体系逐渐得到了学术界的认可，并引起了各国政府的重视。目前国际上比较有影响力的衡量腐败的指标主要有透明国际的腐败认知指数和贿赂指数、世界银行的腐败控制指数、世界经济论坛的非法支付和贿赂指数等。近年来国内学者也开始关注这些指标体系，但没有对其做比较深入的研究。正确认识这些评价体系和评价指标，对深入推进反腐倡廉建设和理论研究具有重要启示意义。

Four International Anti-corruption Index Systems and Their Influence

Corruption is now a worldwide challenge. Since 1990s, some international organizations have created different index systems to assess corruption situations in different countries, which provides quantification evidence for measuring corruption situation of one country or a district. These index systems have been accepted gradually by scholars and taken seriously by the governments of a lot of countries. At present, some influential international index systems are Corruption Perceptions Index （CPI） and Bribe Payers Index （BPI） from Transparency International, Control of Corruption Index from World Bank, and Irregular Payment and Bribery Index from World Economic Forum. In recent years, Chinese scholars have also begun to pay attention to these index systems, but we still lack a deep research on them. Actually, a correct understanding of these evaluation systems and indexes is of great significance to the advancement of the anti-corruption construction and theoretical research.
