昆明市“两抢”案件不断上升,对社会危害较大。作案主体基本上是无业人员,团伙作案突出。缺乏有效防范流动人口作案机制及社会防控存在疏漏是“两抢”案件多发的原因。对策:1.抓好流动人口问题;2.发挥公安机关主力军作用;3.发挥社会各方力量。

On Characteristics of Robbery and Plunder Cases in Kunming City As Well As Its Strategic Analysis

There is an increasing incidence of robbery and plunder cases in Kunming,which heavily jeopardizes the society.The offenders or criminals are basically the unemployed and crimes committed by the cliques or the gangs prevail.A lack of effective preventative mechanism against crimes committed by the migrant population as well as the omission existing in social control precautions are reasons resulting in a high incidence of robbery and plunder. Strategies: 1) to tighten control on the migrant population;2) to play a full role of the police as a principal working force;3) to mobilize all society to participate.
