新桂系“自治”法律思想与孙中山民权主义之比较

以李宗仁、黄绍竑、白崇禧为核心的新桂系在广西主政期间,为维护其在广西的政治统治,扩充地盘,增强实力,缓和境内阶级、民族矛盾,围绕着军事,有组织、有系统地带动了经济、文化教育的发展,使广西一度成为受全国瞩目的"模范省".在此过程中,新桂系取法孙中山的"三民主义"精神而创立的"三自"政策起了非常重要的纲领性作用.而其中,源自于三民主义中的"民权主义"的"自治"法律思想对于研究我国近现代"地方自治"思想的演变具有较大的价值.文章在对新桂系"自治"思想构建的历史背景、社会政治条件分析基础上,通过将其与孙中山的"民权主义"思想在理论与实践意义上的比较,希图对认识新桂系"自治"思想的实质与历史影响产生一定的裨益.

The Issue on Automation idea of Xinguixi

During dominating GuiXi,Xinguixi mainly composed of li zong-rem,Huang shao-hong and Bai chong-xi organizationally and systematically promoted the development of economy and culture circling military in order to strengthen power and undermine nationalities-conflict,which changed Guangxi into model province. In the course of it,three-automatic policy created by Xinguixi and derived from three-people principle of Sun zhong-shan play a vital role.Of all them,automation idea of Xinguixi steming from people-right principle has considerable historical value in studying evolution of modern local automation theory in China.The article is expected to be helpful regards to the historical influence and nature of Xinguixi on the base of analysis to the background and comparation with Sun zhong-shan's idea.
