| 摘 要： | 中国每年有大批留学人员归国创新创业,成为建设创新型国家的重要力量之一。该文分析了中国科技企业孵化器建设和留学人员归国创业中存在的问题,提出了从宏观层面提升科技孵化器地位,通过加大财政扶持、税收减免政策力度等积极推动孵化器发展,支持留学人员归国创新创业。
