公安机关执法规范化建设再思考

在新的历史条件下,积极推进以民生为核心的警务建设,是各级公安机关的现实任务和崭新使命,为此山西省公安厅党委在全省公安机关实施“民生警务”,开展“双联双建”活动.执法规范是民生警务的基本要求,执法规范化建设是“双联双建”的当然之内容.同时,“双联双建”又对执法规范化建设提出了更高要求.基于对每一位民警的爱护和尊重,要完善、健全执法规范制度；基于对广大人民群众的责任和尊重,公安机关要进一步改善执法理念,提高执法水平,规范执法行为.

Rethinking on the Construction of Law Enforcement Standardization in Public Security Organs

Under the new historical conditions,policing construction with people＇ s livelihood as core is the present task and new mission of public security organs at all levels. So the party committee of Shanxi Public Security Department carried out policing on people＇ s livelihood and bilateral connection and double constructions. Standardized law enforcement is the basic requirement of policing on people＇ s livelihood. Construction on law enforcement standardization is the content of bilateral connection and double constructions. Meanwhile, bilateral connection and double construction has higher demands to the construction on law enforcement standardization. Based on respecting and protecting every policeman, standardized law enforcement system should be improved. Based on respecting and being responsible for broad masses, public security organs should improve law enforcement ideas, promote law enforcement level and regulate law enforcement behaviors.
