| 摘 要： | 文章借鉴国外防范生物恐怖袭击对策的经验和教训,结合我国的实际情况,提出了中国政府防范生物恐怖危机的组织管理体系、法律保障机制、公共管理对策以及危机后管理等政策建议。文章系统地就中国政府建立危机管理体制进行了探索性的研究。

| Abstract: | This paper introduced some lessons and experiences which had been gained by the abroad at against the bio-terrorism assault,and put forword. several suggestions on the policy of the organization, lawy system, public administration and post-crisis management.The crisis management of Chinese government against bio-terrorism was discussed. Making an example of bio-terrorism, the composing and the operation of the crisis manage system of Chinese government were researched. |
