| 摘 要： | 权利是个关系概念，具有相关性，如果在权利建设中，忽视了这种相关性，权利将是非常异质的，在此意义上，资源对权利构成了限度。作为权利与资源关系的逻辑推论，一个强力政府的存在是非常必要的，当然，此政府必须是法治政府。

| Abstract: | Because right is a concept that has relevance with obligations,so if we disregard this king of relevance in the development of right,the right will be heterogeneous.In this sense,resources constitute the limit to right.As a logic inference of the relations between right and resources,the existence of a strong government is very necessary. |
