| Abstract: | To increase the efficiency of the regulatory safety control, the prison can draw lessons from military phi-losophy of the art of war, which is the unity and opposition of ＂force and stratagem, knowing and doing, still andchange, static and move＂, try to seek and practice regulation of unity of security policy , which are ＂mandatorycontrol and contingency control, information control and operation control, process control and stochastic control,static control and dynamic control＂. |
