推动户籍制度改革 服务中小城镇发展

户籍制度改革已经由社会呼声转变为国家政策,尤其是中小城镇户籍制度改革步伐最大,户籍制度改革必然促进中小城镇在发展上的变化。当前推动户籍制度改革的推力是农村功能减弱,不能再承担经济发展原始积累和就业"蓄水池"的作用;推动户籍制度改革的拉力是中小城镇发展需要,这也是新型城镇化的发展要求;将来中小城镇的发展竞争将由GDP的竞争转变到提升公共服务上来,中小城镇应根据具体情况分轻重缓急,逐步提高当地的公共服务水平。

The reform of household registration system, concerning medium-and-small sized towns especially, has come into national policy, which will inevitably result in the transformation of the development pattern of such towns. The driving force of such reform is the weakening of the functions of villages and their inability to undertake the development of economy. The pulling force, of such reform, on the other hand, is the developing demand of the towns. The center of developing competitions will shift from GDP competition to the competition of public service. The medium-and-small sized towns should improve their public service accordingly.
