| 摘 要： | 广西当前面临的最大问题就是发展不足。“发展是硬道理”这句话对于经济社会相对落后的广西来说意味深远。当前广西经济发展面临两大机遇：一是广西处在承接东部省份产业转移的最佳梯度；二是《广西北部湾经济区发展规划》得到国务院正式批准，这就意味着广西北部湾经济区的建设已经纳入了国家的发展战略，成为国家经济发展的重要一极。广西壮族自治区党委书记郭声琨说：

| Abstract: | The paper analyzes comprehensively the necessarity of developing the recycle economy in Tonking-Gulf Economic Zone, explaining the shortage of the traditional developing model and the current one, analyzing by the numbers the structure of regional recycle economy. Finally, some corresponding policy suggestions are proposed. |
