| 摘 要： | 科学发展观的核心是以人为本，这与我国宪法保障人权的根本宗旨是一致的。在科学发展观的指导下，我国现行宪法完成了从革命宪法到人权保障宪法的转变。但是按照科学发展观的“以人为本”的全面发展观的要求，我国宪法的人权保障还存在内容结构、实效发挥和履行国际人权公约方面的局限性。在科学发展观的指导下，我国宪法应该通过修改集中梳理、完善宪法人权保障的内容。
