| 摘 要： | 公用企业往往会采用垂直一体化的生产方式，将处于不同生产阶段的产品捆绑在一起进行销售，而反垄断法禁止强迫消费者购买不必要的其他相关产品或服务，这就为利用反垄断法打破公用企业垂直一体化生产模式提供了一种可能。文章通过分析反垄断法禁止捆绑销售行为的作用机理，论述了其在公用企业改革中的作用，并针对我国实际情况提出了建设性意见。
