论作为美德的依法行政与合理服从

真正值得称赞即作为美德的行政行为是把对法律的服从———依法行政———作为一项“原则”、理念与精神 ,充分发挥主观能动性去实践它 ,而不是作为一项命令、“规则” ,简单地照章办事。同样 ,作为美德的服从 ,不是对组织或领导权威的言听计从和简单的奉命行事 ,而是在批判理性与道德良心的观照下的合理服从。

On administration of law and reasonable obedience as virtues

This article argues that the appreciative response is to think and practice "administration of law" as a principle, as a kind of belief and spirit with practical wisdom. In the same way, obedience to the superiors authority should be checked and questioned by moral conscience and critical reason. It is reasonable obedience rather than worship that can be called a kind of virtue.
