完善社会保障机制 构建社会主义和谐社会

建立健全与经济发展水平相适应的社会保障体系，是经济社会协调发展的必然要求，更是我国构建社会主义和谐社会不可或缺的组成部分。在社会保障制度改革的过程中，我们应当始终把握一条主线，这就是：统筹协调就业、社会保险、社会救助三个层次的社会保障，使这三个层次在制度上相互衔接，在政策上相互支撑，在工作上相互促进，共同构成大社保体系的基本框架。

Improving Social Security Mechanism and Building a Socialist Harmonious Society

Building and improving social security system at the level of economic development is the inevitable requirement for coordinated economic and social development, and an integral part of a socialist harmonious society. In the process of social security system reform, we should always grasp a main line： coordinating such three levels of social security as employment, social insurance, and social relief to make them interrelated in system, inter-support in policy, and inter-improve in work, and constitute the basic social security system framework together.
