森林公安管理体制改革探索

中国现行森林公安管理体制形成于特定的历史时期，发挥了特定的历史作用，但当前它已经不适应新的时代要求，并制约着森林公安工作，也制约着森林公安队伍建设。按照公安工作特殊规律的要求，省级以下森林公安机关有必要实行“林业、公安部门双重领导，以公安部门为主”的领导体制，并实行“条块结合，以条为主”的垂直管理体制。
