| 摘 要： | 人性存在不同角度、不同层面的复杂特点，而规制者人性的复杂性决定了规制行为动机与结果的复杂性。这提示我们需要对规制者进行规制，需要制定各种监督和管理的程序、法规和制度体系，保证规制行为的公正、有效、透明，使得规制行为向有利于纠正市场失灵，维护公共利益的方向发展。

| Abstract: | Humanity exist the complex characters of different angle and lay;however the complexity of regulator humanity decides complexity about motivation and consequences of regulatory behavior.This point out that we need regulate the regulator,need establish all kinds of the procedure,law and system,ensure the fair,availability and transparence and so on making regulations to act conducive to correct market failures,and safeguarding the public interest. |
