社区警务本土化的理性反思与实现途径

中国社区警务本土化是适宜中国国情的社区警务战略战术的过程。目前,中国社区警务本土化理论研究还存在滞后性和片面性的问题,实践中也受到社区警务与社区发展"协调难"和社区警务"模式化"、"形式化"的制约。实现中国社区警务本土化,必须做好社区警务本土化的顶层设计,深化社区警务理论研究的本土化,实现社区警务理念的本土化,创新本土社区警务实践模式,以情报信息主导警务助推社区警务的本土化。

Rational Reflections on Community Policing Indigenization and Implementation Approaches

Community policing indigenization in China represents community policing strategic process that fits in with China’s national conditions.Hysteresis and one-sidedness are inclusive in theoretical studies of community policing indigenization in China,which are practically constrained by co-ordination problems between community policing and community development as well as the hipping and formalizing of community policing.Implementation of community policing indigenization calls for top-level design of community policing indigenization, deepening indigenization of theoretical studies of community policing,implementing indigenization of theoretical studies of community policing,innovating local community policing practice modes,and propelling community policing indigenization through information-dominated policing.
