关于科学组织社会面巡防机制建设的实践与思考

当前,各级公安机关通过对巡逻勤务机制的改革,已初步构建起一个“网格化”布警、全时空控制的社会面巡防体系,提高了动态环境下的治安管控能力。但是,在社会面巡防机制建设中也存在着许多问题和薄弱环节。为进一步推进警务机制改革的进程,真正提高动态环境下公安机关驾驭和控制社会治安的能力和水平,就必须科学组织社会面巡防机制建设,转变思想观念,坚持科学动态用警,推进集约化管理以及加强配套建设。

Practices and Considerations on Organizing the Construction of Patrolling and Preventing System on Streets

The public security organs at all levels have set up a gridded patrolling and preventing system on streets covering with total space time,and enhance their abilities of managing and controlling the peace order.However,there are still some problems and feeble links in the construction of patrolling and preventing system.In order to promote the process of policing reformation and enhance public security organs' abilities and levels of controlling and managing peace order,we must organize the construction of patrolling and preventing system on streets,change our ideas,persist in using police scientifically and dynamically,push the concentrated management and strengthen the suitable construction.
